Paul leads the Māori law practice at Buddle Findlay and specialises in Treaty and public law, Treaty settlements and Māori partnerships, conservation law and the RMA.

He has been involved in the design and negotiation of many of the Treaty settlement arrangements over natural areas, including from 2009 to 2024 as a member of the core Crown design, negotiation and drafting teams for the three legal personality models (Taranaki Maunga, Te Awa Tupua and Te Urewera); as well as for the Waikato and Waipa Rivers, the Tūpuna Maunga in Auckland, Lake Taupō and other collaborative Treaty settlement arrangements over harbours, lakes, rivers, reserves and other natural and protected areas.

Paul appears in a range of Courts with a particular focus on judicial review on Treaty, conservation and RMA matters. He facilitates partnership arrangements with Māori in a range of contexts including infrastructure and Crown/local authority processes, and advises on conservation matters including in relation to the Conservation Act, Reserves Act, Wildlife Act and National Parks Act.
